The Humboldt Bay Harbor, Recreation and Conservation District (District) has announced the Notice of Preparation of a Draft Environmental Impact Report (DEIR) for the proposed Humboldt Bay Marine Terminal in Samoa. The DEIR will identify, evaluate and disclose possible environmental effects of the terminal development. This is the public’s first opportunity to weigh in on what issues should be addressed in the DEIR, including impacts, mitigations and possible alternatives. This will be the largest development on Humboldt Bay in decades and the Harbor District needs to hear from you about possible impacts.
The development of offshore wind will involve many components (the actual turbines floating offshore, the transmission lines to bring the energy to consumers, the port facility in Humboldt Bay), and this is the first stage of the process. Those other components will be covered under other environmental review processes, so comments for this Notice of Preparation should focus on the wind terminal development.
